Inmate Sentenced for Deadly Attack at Mental Health Facility

On Friday, Jumal Lipscomb, 42, was sentenced to 25 years in prison for the brutal killing of another inmate at a state mental health facility. Lipscomb was found guilty of first-degree reckless homicide after he kicked and stomped on the victim’s head during an unprovoked attack.

The incident occurred on May 21, 2024, at the Wisconsin Resource Center, where Lipscomb and the victim were sitting alone at a picnic table. Over a period of two minutes, Lipscomb launched himself at the victim, placing him in a headlock and repeatedly striking him. Eyewitness accounts reveal Lipscomb kicked the victim approximately 40 times, causing severe injuries that placed the victim in a coma. He passed away on June 10, 2024.
