Milwaukee County Judge Indicted by Grand Jury for Allegedly Assisting Man in Evading ICE: What You Need to Know

A federal grand jury has indicted Milwaukee County Circuit Court Judge Hannah Dugan. The charges stem from her alleged actions that helped a man evade immigration enforcement in April.

Judge Dugan faces serious charges, including obstructing a federal proceeding and concealing an individual from authorities. Prosecutors claim she assisted Eduardo Flores-Ruiz, a man with a history of deportation, by leading him out of a courtroom through a back door to avoid arrest.

According to an FBI affidavit, the incident occurred when Immigration and Customs Enforcement (ICE) agents arrived at the courthouse. Dugan reportedly expressed anger upon realizing they were there. She asked if the agents had a judicial warrant, to which they responded that they did not. Although they offered documentation for Flores-Ruiz’s arrest, Dugan directed them to another office to discuss courthouse policies instead.

Witnesses claim Dugan then escorted Flores-Ruiz and his attorney out of the building. This incident raises questions about the role of the judiciary when it intersects with immigration enforcement.

Dugan’s attorney emphasized her innocence and her eagerness to clear her name in court. As the case unfolds, she is currently suspended from her duties.

This situation isn’t isolated. Reports indicate that ICE has made multiple arrests in Milwaukee County courthouses. Local leaders have voiced concerns about these actions. They argue that such enforcement can discourage individuals from attending court proceedings or reporting crimes due to fear of deportation. Milwaukee County Board Chair Marcelia Nicholson highlighted this issue, saying that immigration enforcement in courthouses sends families into hiding and deters victims of violence from seeking help.

A non-binding resolution passed by the Milwaukee County Board highlighted the county’s opposition to ICE operating within the courthouse.
