The Society for Planet and Prosperity (SPP) and the Department of Climate Change (DCC) recently held a vital training session for climate change Desk Officers from all 36 states. The goal? To enhance skills in Greenhouse Gas (GHG) inventory compilation and emission reporting. This training comes after the release of the 2025 Subnational Climate Governance Performance Rating, aiming to improve data quality and strengthen collaboration between federal and state governments.
Dr. Iniobong Abiola-Awe, the DCC Director, stressed the importance of accurate data collection and strong commitment to tackling climate change at the state level. She encouraged officers to work together, share insights, and take concrete actions that align with national goals.
Mr. Edwin Oghenemere Orugbo, SPP’s Executive Director, led discussions on the IPCC framework and emission accounting principles. He explained the core principles such as transparency and accuracy, and highlighted essential greenhouse gases like carbon dioxide and methane. Mr. Orugbo also introduced techniques for data collection and how to estimate emissions effectively.
A key point of discussion was the need for reliable sources for emission factors, referencing guidelines from the UNFCCC and IPCC. Participants recognized the significance of subnational inventories in formulating climate policies that are data-driven. They shared essential needs like legal frameworks for data sharing, monitoring tools, and dedicated data officers to better manage GHG inventories at the state level.
Statistics show that climate change impacts are worsening globally. For instance, a recent study revealed that the frequency of extreme weather events has increased by 33% over the past decade. This underscores the urgency of the training, highlighting the vital role each state plays in the larger climate action framework.
Dolapo John, a Principal Scientific Officer at DCC, assured participants of ongoing support for building their capacities using the IPCC resources. This training is part of a series aimed at equipping Desk Officers with the necessary skills to maintain climate resilience.
Looking ahead, SPP plans additional trainings focused on effective monitoring systems and climate finance, reflecting their commitment to strengthening climate action at every level.
