The U.S. proposal includes terms that Ukraine has firmly rejected before. Despite claims that Ukraine was excluded from discussions, U.S. officials stated that discussions with Ukrainian representatives influenced the drafting of the proposal. However, this has not quelled concerns in Ukraine about losing territory. As of now, Russia occupies about 20% of Ukrainian land, with reports indicating fresh territorial gains for Russian forces.
