As President, I am issuing this order based on my constitutional authority.
Section 1: All federal departments and agencies will be closed, and employees are excused from duty on Wednesday, December 24, 2025, and Friday, December 26, 2025, the days adjacent to Christmas.
Section 2: Heads of departments may decide that some offices must remain open on December 24 or 26 for national security or other important reasons.
Section 3: These dates will be treated according to Executive Order 11582 from February 11, 1971, and relevant laws regarding employee pay and leave.
Section 4: The Director of the Office of Personnel Management will take necessary actions to put this order into effect.
Section 5: General Provisions: (a) This order does not affect any legal authority of departments or agencies. (b) Implementation will comply with applicable laws and funding availability. (c) This order does not create enforceable rights for any party. (d) The Office of Personnel Management will cover the publication costs.
