The Delaware State Police have shared important updates on the tragic murder of Cpl/1 Matthew T. “Ty” Snook, which took place on December 23, 2025, at a DMV location in New Castle. This investigation has revealed that Snook was the target of a planned attack against law enforcement.
Rahman Rose, the identified suspect, had a troubled background. He previously lived in Connecticut and was staying in Wilmington without a permanent address. Friends reported that he believed police were surveilling him and had been sharing anti-police posts online. He even claimed to be a victim of “gang stalking,” a belief that suggests he felt constantly monitored by government and law enforcement.
Despite his claims, investigators found no evidence linking Rose to any group or accomplices. His prior interactions with law enforcement were minimal and non-criminal, which cast doubt on his motivations. Importantly, Cpl/1 Snook had never interacted with Rose before the incident, making the attack seem even more deliberate.
On the day of the shooting, Rose arrived at the DMV around 11:30 a.m. After sitting quietly, he left and returned shortly before 2 p.m. This time, he collected a ticket from the welcome desk where Cpl/1 Snook was present. Rose ambushed Snook from behind, firing multiple shots through a glass partition. Snook’s heroic instincts kicked in as he shielded a DMV employee from harm, demonstrating remarkable bravery in the face of danger.
After the shooting, Rose allowed bystanders to exit the building before confronting responding officers. Evidence suggested that he was solely targeting law enforcement, further demonstrating the premeditated nature of his actions. He was shot by the police at approximately 2:07 p.m. and later died at a local hospital.
Cpl/1 Snook was remembered as a dedicated trooper and a loving family man. The impact of his loss reverberates through the community and among his peers. Experts emphasize the importance of supporting law enforcement and addressing issues related to mental health and societal violence. Understanding the motivations behind attacks like this one can help prevent future tragedies.
