HOUSTON – An organization that feeds one million people each year in the Houston area is raising alarms about new SNAP eligibility rules. Some people may lose their benefits due to new work requirements.
Now, anyone aged 18 to 64 without dependents under 14 must work, volunteer, or train for at least 80 hours a month to keep their benefits. Previously, the rules applied to those up to age 54 and required dependents to be under 18.
This change came about from the One Big Beautiful Bill Act signed by President Trump last July. According to the Houston Food Bank, many households risk losing their benefits because of “rolling deadlines” and strict Employment and Training (E&T) rules.
Dr. Katherine Byers from the Houston Food Bank explained that the effects won’t be felt by everyone all at once. “This will apply when they first apply for SNAP or when they re-certify, but people re-certify at different times,” she said. Dr. Byers is concerned that many may miss out simply because they aren’t aware of the changes.
“If someone’s address isn’t updated, they might not receive important information,” she added. Because of this, the Houston Food Bank encourages SNAP recipients to stay connected and keep their information up to date with the state’s Health and Human Services Department.

“Don’t assume—give us a call,” Dr. Byers emphasized.
One SNAP recipient, Lisa McWashington, shared her situation. She is legally disabled and cares for her daughter, who is blind and has cerebral palsy. They depend on SNAP to eat. “You got to get out there and fight. And I’m fighting,” McWashington said, highlighting the importance of advocacy.
There’s another big change on the horizon: starting in April, SNAP benefits won’t cover candy or sugary drinks. This aims to promote healthier eating, but it adds another layer of stress for many families.
In the backdrop of these changes, a recent survey showed that about 40% of SNAP recipients were unaware of new eligibility rules. This gap in communication can lead to significant hardships for those trying to secure food for their families.
