Karachi is facing challenges with vaccine supply, especially since a conflict with India in May 2025 disrupted the flow of affordable vaccines. Health Minister Mustafa Kamal recently highlighted that Pakistan used to obtain cost-effective vaccines from India through the Global Alliance for Vaccines and Immunisation (GAVI). This partnership has been crucial for helping Pakistan immunize its population, mainly children.
Currently, Pakistan spends about USD 400 million annually on vaccine imports, with international organizations covering nearly half of the costs. Kamal noted that if local production doesn’t start soon, this figure could skyrocket to USD 1.2 billion by 2031 as support from international bodies wanes.
The government provides 13 vaccines for free, but none are produced locally. With a population nearing 240 million and approximately 6.2 million births each year, the demand for vaccines is high. Kamal mentioned that while international assistance has kept costs manageable, the situation may change without local manufacturing efforts. Thus, the government is proactively working towards achieving self-sufficiency in vaccine production.
Historically, GAVI has played a vital role in ensuring access to vaccines from Indian manufacturers, despite the political tensions between the two countries. For example, during the COVID-19 pandemic, GAVI facilitated the procurement of millions of vaccines from India under the COVAX initiative.
In light of current events, local production could not only stabilize vaccine availability but also significantly boost Pakistan’s healthcare system. The push for domestic vaccine manufacturing may open new opportunities in public health and the economy.
According to a 2022 survey by the World Bank, countries with a strong local vaccine manufacturing capacity tend to have better health outcomes. This underscores the importance of Pakistan’s effort to establish its own vaccine production facilities. As the world evolves, countries must prioritize self-sufficiency in crucial sectors like healthcare.
