The Ukrainian military stated they used domestically developed Flamingo missiles to strike a plant about 1,400 kilometers (800 miles) from Ukraine. This site is believed to be the Votkinsk Machine Building Plant, a key factory producing Iskander ballistic missiles and nuclear-capable intercontinental ballistic missiles (ICBMs).
Videos shared by residents show dark smoke billowing over the area and shattered windows throughout Votkinsk. In response to the attack, Russia temporarily closed several airports nearby.
In addition to the Udmurt strike, reports indicate that a gas processing plant in Russia’s Samara region was also targeted. These strikes occurred shortly after US-mediated talks between Moscow and Kyiv ended without any significant progress. As the war approaches its fourth anniversary, the meetings in Switzerland represent the third round organized by Washington, following earlier discussions in Abu Dhabi that officials described as constructive but ultimately unproductive.
