The House Committee on Climate Change recently met with the International Institute for Sustainable Development (IISD) to discuss the EASE Project, which stands for Emissions Ambition for Sustainable Economies. This initiative aims to strengthen climate action through new policies and economic strategies.
During the meeting, IISD offered insights into carbon pricing and carbon markets, noting how Canada has approached this. They suggested that some of these practices could work well in Southeast Asia too. A big part of the discussion was about fiscal policies and how revenue from carbon initiatives can be pumped back into sustainable development.
Nathaniel “Mr. Tulong” Oducado, the vice chairman of the committee, stressed the importance of moving from discussion to action. He said, “Climate action can’t just rely on promises. We need systems where pollution comes with accountability, and the money made goes back to benefit people.”
Oducado highlighted that while international models are helpful, any policy should be made with the Philippines in mind. “There isn’t a one-size-fits-all solution,” he noted. Policies need to reflect the realities faced by local communities, especially the most vulnerable groups. This means the government must ensure that every policy is fair, effective, and inclusive.
Recent studies show that countries that invest in carbon pricing can significantly lower greenhouse gas emissions. According to the World Bank, nearly 70 countries and over 20 cities have implemented carbon pricing initiatives as of 2022. This trend points to a growing recognition that addressing climate change requires economic as well as environmental solutions.
The Committee on Climate Change is committed to advancing policies that help the Philippines tackle climate change while protecting the well-being of all Filipinos. This approach not only addresses environmental challenges but also fosters a fairer economy for everyone.
