Todd Lyons, the acting head of U.S. Immigration and Customs Enforcement (ICE), plans to leave the agency this June. After leading ICE for over a year amid President Trump’s tough deportation policies, Lyons wants to spend more time with his family in Massachusetts. He is expected to transition to the private sector.
Lyons’ departure raises questions about leadership at ICE, an agency that has been at the center of controversial immigration enforcement strategies. Since early 2017, ICE has operated without a Senate-confirmed director. Lyons stepped into the acting role in March 2025.
Homeland Security Secretary Markwayne Mullin, newly confirmed by the Senate, will need to find a replacement for Lyons. When he announced Lyons’ departure, Mullin praised his leadership and the “safer” communities that resulted from ICE’s efforts under Lyons.
Support from Trump administration officials has been strong. Stephen Miller, a deputy chief of staff, called Lyons a “dedicated leader,” and Tom Homan, White House border czar, commended his service and contributions to national security.
Lyons joined ICE in 2007 and climbed the ranks, even serving as head of the Boston field office. Although he supported Trump’s immigration crackdown, he sometimes had disagreements with the administration over strategies. For example, Lyons pushed for operations focused on criminals, a priority for ICE.
While Lyons was in charge, ICE faced growing scrutiny. Democratic lawmakers criticized the agency, calling its actions inhumane and too harsh. Many Americans have voiced similar concerns, especially regarding the agency’s controversial use of agents wearing masks.
Despite these challenges, Lyons prioritized hiring more deportation agents, aided by significant funding. He also signed a memo allowing agents to enter homes without warrants under specific circumstances, marking a shift in policy.
Lyons leaves behind a complex legacy. His leadership reflects broader debates around immigration in America, balancing enforcement with community safety. As ICE seeks new leadership, the agency’s future direction will be closely watched.
