PHOENIX (AZFamily) — Recently, Phoenix has proposed a new ordinance that would restrict food distribution and medical care in city parks. This move is causing serious concern among nonprofits that help those experiencing homelessness.
The issue sparked intense discussions during a December City Council meeting where many speakers expressed their fears. They described the proposal as potentially life-threatening for individuals living on the streets.
Though the city has revised the original ordinance, many advocates feel it still doesn’t address their concerns. For instance, Diana, who is currently homeless, stated, “Parks should be for everyone.” Advocates worry that these new rules could make survival even tougher, especially during the sweltering summer months.
Signs in city parks highlight the harsh reality of homelessness in Phoenix. Kim Despres, the CEO of Circle the City—a nonprofit that provides healthcare to those without homes—shared her worries. “I’m certain this will lead to more illness and even death among the people in parks,” she said.
Initially, the city council passed an ordinance that would ban unauthorized food and medical care in parks. Many, including Despres, voiced strong objections. The revised ordinance now proposes a permitting process, but Despres believes it still falls short. “We could only have two permits per park each month,” she explained. “And on busy days, those permits might not even be available.”
Austin Davis, from the nonprofit AZ HUGS, echoed these sentiments. “This creates more hurdles to receiving help,” he insisted. He noted that cities like Tempe have already adopted similar rules.
The stakes are high. Davis warned that this ordinance could disrupt operations significantly during the peak of the summer heat, a time when the risk for vulnerable individuals escalates. “People could die because of these limits,” he cautioned.
As families enjoy their time in parks, people like Diana worry about finding basic needs and services. Under the proposed rules, groups providing assistance without a permit could face legal penalties.
While some council members argue that the ordinance is necessary for public safety, advocates are left questioning whether it prioritizes the needs of the community.
The City Council is scheduled to vote on this proposal on May 6, with implementation set for June 1 if approved. As the deadline approaches, community reactions continue to grow, highlighting the ongoing debate over how cities address homelessness and the services needed to support vulnerable populations.
