Meet Bharat Khera: The Veteran IAS Officer Transforming India’s MSME Sector

In a notable move for India’s small business landscape, Shri Bharat Khera, a seasoned Indian Administrative Service (IAS) officer, has stepped in as Secretary of the Ministry of Micro, Small, and Medium Enterprises (MSME). His experience comes at a pivotal moment when the MSME sector is crucial for economic growth, making up over 30% of India’s GDP.

As India aims to become a $5 trillion economy and strives for the vision of Viksit Bharat 2047, the MSME Ministry’s role in fostering innovation and global competitiveness is more important than ever. Khera’s extensive background in public administration is expected to bring fresh ideas to an ecosystem that comprises over 63 million enterprises and employs more than 110 million people.

With over 30 years of experience under his belt, Khera’s career has spanned various critical roles. He served as Additional Secretary in the Department of Consumer Affairs, where he enhanced consumer protection frameworks. His tenure in the Ministry of Defence is particularly noteworthy; he spent over five years as Joint Secretary, focusing on the Indian Air Force and coordinating major national events.

Khera’s work in the defence sector aligns closely with the “Make in India” initiative. He has been involved with several defense public sector undertakings, contributing to bolstering indigenous manufacturing capabilities. This is crucial as MSMEs are increasingly integrated into defense production and global supply chains.

His role during the Covid-19 pandemic as Joint Secretary in the Cabinet Secretariat illustrates his ability to manage complex situations. His effective policy coordination during this time highlights the importance of leadership in high-pressure environments.

Khera holds academic credentials that complement his experience. He earned a Master’s in Public Administration from Syracuse University’s Maxwell School and the Chevening Gurukul Fellowship at the London School of Economics. This mix of technical knowledge and public policy experience showcases his preparedness for the challenges that lie ahead.

The MSME sector is vital to India’s economy, contributing nearly 45% of exports and providing significant employment across urban and rural areas. As the sector embraces digitalization and seeks easier access to finance, it is entering a transformative phase.

Looking forward, Khera is expected to prioritize enhancing the ease of doing business for small enterprises, improving credit access, and fostering innovation. His leadership is poised to unlock the full potential of MSMEs, propelling India into a competitive, innovation-driven future.
