NEW DELHI: India is stepping up its defense capabilities with a huge investment of nearly Rs 15,000 crore in the Advanced Medium Combat Aircraft (AMCA) program. This initiative aims to develop the country’s very first fifth-generation stealth fighter jet, and the government has just called for bids from three Indian contenders.
The Defense Research and Development Organization’s (DRDO) Aeronautical Development Agency (ADA) released a Request for Proposals (RFP) that asks for detailed plans to build five prototypes, a structural test model, and all related manufacturing setups.
Earlier, the program received a green light from the Cabinet Committee on Security (CCS) to move into full-scale development by early 2024. The three bidders in the running include:
- Larsen and Toubro partnered with Bharat Electronics Limited and Dynamatic Technologies
- Tata Advanced Systems Limited bidding independently
- Bharat Forge collaborating with BEML and Data Patterns
These companies have about two months to submit their proposals. Hindustan Aeronautics Limited (HAL) was dropped early in the process due to concerns about its ability to handle more projects alongside its current workload, which is already significant due to ongoing aircraft production and upgrades.
After reviewing the bids, the government will choose the lowest qualifying bidder (L1), and negotiations could wrap up by early 2027. The winning firm will need to form a new company just for the AMCA project within three months. Contracts will be signed with this new entity.
As soon as the contract is signed, work will begin. The first prototype is expected to start taxi trials and take its first flight about 30 months later, aiming for a launch around mid-to-late 2029. Following that, four additional prototypes will be developed by mid-2032. Testing will include around 1,800 flights, expected to continue until 2034. Production will start only after rigorous testing and certification are completed.
With the global defense landscape rapidly changing, India recognizes the importance of homegrown technology. As of 2023, nearly 50% of defense procurement in India is expected to focus on indigenous solutions, a significant increase from previous years.
