Goa’s New Dump Mining Environment Clearance: What You Need to Know About the ₹4 Lakh Fee for 100 Hectares

The Goa State Environment Impact Assessment Authority (Goa-SEIAA) has made a significant change regarding environmental clearance for dump mining. They have introduced a new fee of ₹4 lakh for every 100 hectares. This fee must be paid before any clearance is granted.

This decision follows a request from Chowgule and Company, which sought permission to manage a dump on private land. During this process, it became clear that no existing fee had been set for handling these cases.

In addition to this fee, the Goa-SEIAA has also doubled the fine for project proponents who fail to submit required six-monthly compliance reports. The penalty has increased from ₹15,000 to ₹30,000. These reports are crucial as they ensure projects comply with environmental regulations, including measures to reduce pollution.

Historically, compliance with these reports has been a challenge. In November 2021, many project proponents were not meeting their obligations. Initially, the fine was set in January 2022, but it had not been adjusted until now.

Experts suggest that these measures could lead to better adherence to environmental standards. “Having a financial consequence may motivate companies to comply,” said Dr. Priya Joshi, an environmental policy expert. She noted that in other regions, stricter fines have resulted in improved compliance.
