The ACT Government is starting to shape the next Climate Change Strategy. This initiative aims for net zero emissions by 2045 and seeks to help our community adapt to climate changes. Discussions with stakeholders are already underway to set a clear direction.
The new strategy will provide a solid framework and clear goals. It will build on existing efforts and identify areas needing more work. After the framework is completed, detailed action plans will be created.
Minister Orr is keen on involving stakeholders early in the process, before formal community consultations begin in 2026. This early engagement is meant to ensure the strategy is practical and equitable. “Achieving net zero emissions by 2045 will require everyone’s participation—individuals, families, businesses, and community groups will all play a role,” he noted.
The ACT has made notable strides in cutting emissions, particularly in the energy sector. Since 2020, we’ve used 100% renewable electricity. However, we still face challenges. Current projections suggest we might miss our 2025 target of reducing emissions by 50-60% compared to 1990 levels. If we continue on our current path, reaching net zero by 2045 will be difficult.
The ACT has been a pioneer in climate action. While it’s surprising that we may not meet our interim targets, it’s not too late to adjust our course. The impacts of climate change are already evident, and we must develop a clear plan to address these challenges while continuing to reduce emissions. A framework that integrates climate action across government and the community will be essential. This approach will help us respond effectively to future challenges.
Broader community consultations will kick off in early 2026, allowing all residents to influence the city’s path to a climate-resilient, zero-emissions future. “As we navigate these challenges in the coming years, we want to hear from everyone in Canberra,” said Minister Orr.

Recent studies show that local governments worldwide are increasingly taking action against climate change. For instance, a report from the Global Covenant of Mayors highlights that cities are key players in reducing global emissions. Engaging communities in climate strategies not only helps meet emissions targets but also builds a stronger, more resilient society.
In focus groups, residents have expressed concerns about the impacts of climate change on their daily lives. Many feel compelled to participate in initiatives, but they want clearer information on how their actions can make a real difference. This highlights the need for effective communication and collaboration in these climate efforts.
