According to Lesley Range-Stanton, the chief communications officer for Plano ISD, McGann passed all required background checks and fingerprinting when hired. “Our deepest sympathies are extended to those whose lives have been impacted by this heinous crime,” she told CBS News Texas.
### Unanswered Questions
It’s still unclear why McGann left his position or what school he was supposed to teach at. There are concerns over whether Plano ISD reached out to Lewisville ISD, where McGann had worked before, before making their hiring decision.
### Issues in Prior Employment
At Donald Elementary in Lewisville ISD, McGann had previously been placed on administrative leave during the spring of 2023 due to concerns over classroom management and favoritism. Although the investigation found no evidence of inappropriate behavior with students, many parents have expressed alarm over his past.
Sierra Marcum, whose son was in McGann’s class, remarked on the troubling signs she had noticed. “Honestly, there were signs that not all was right with Mr. McGann,” she said, recounting how her son felt uncomfortable with how McGann interacted with female students.
### Parents React
Marcum is frustrated with how Lewisville ISD handled the situation. “You’re trusting these people, and we were dropping our kids off to a monster. The fact that he was allowed to continue teaching is what blows my mind,” she explained.
Her son, however, is proud for speaking up. He doesn’t mind being labeled a “tattletale” for reporting concerns, a stance Marcum hopes he continues to hold.
### Calls for Investigation
Brandon Hall, a member of the Texas State Board of Education, spoke out about the gaps in the system. He pointed out that since McGann wasn’t charged with a crime, his record appeared clean, making it easier for him to find new teaching positions.
Hall emphasized the need for thorough vetting of teachers, especially those with troubling pasts. Texas has recently enacted legislation to improve educator reporting, enhancing access to a “Do Not Hire” list and empowering the Texas Education Agency to investigate misconduct. “Our ISDs must do their due diligence during the hiring process,” he urged.

This case has sparked broader discussions around safety in schools and the protocols surrounding teacher hiring. Data from a 2021 survey by the National Center for Education Statistics highlights that nearly 20% of school districts reported struggling to find qualified teachers, which may lead schools to overlook red flags in the hiring process.
