The Environment Ministry of Bangladesh has rolled out the ‘National Framework and Action Plan for Locally Led Adaptation (LLA),’ one of the first frameworks of its kind in the world. This initiative has backing from major organizations like the Asian Development Bank (ADB), the Foreign, Commonwealth and Development Office (FCDO), the World Bank, and the United Nations Development Programme (UNDP).
This framework represents a crucial step for Bangladesh. It aims to turn climate commitments into real actions at the local level. Syeda Rizwana Hasan, Environment Adviser, highlighted its importance. She said, “This framework connects policy with real implementation, ensuring plans are not just paperwork but actions taken by local governments.”
Hoe Yun Jeong, the ADB Country Director, echoed her sentiments, noting that the LLA Framework is vital for integrating climate adaptation into national systems. He mentioned that it focuses on local needs, helping vulnerable groups like smallholder farmers and urban poor access necessary climate finance.
Stefan Liller, the UNDP Resident Representative, reaffirmed their commitment, stating that the framework is designed to scale up locally led adaptation efforts across the country. It will serve as a guide under LoGIC Phase II, which focuses on climate resilience.
Experts from various organizations participated in the launch, discussing methods to strengthen community-based climate action. This collaborative approach aims to empower local governments and enhance resilience against climate threats.
Historically, adaptation frameworks have faced challenges in implementation. This framework addresses those gaps, ensuring local voices are heard and included in climate strategies. As climate change intensifies, such local adaptations become even more critical.
