On October 22, an event called “The Role of Prosecutor’s Offices in Climate Governance” kicked off during COP30 in Belem, Brazil. The Prosecutor General of Azerbaijan, Kamran Aliyev, led the delegation here.
At the opening, Brazil’s Prosecutor General, Paulo Gonet, spoke about how important prosecutor’s offices are in fighting climate change. He stressed the need for countries to work together on this issue.
Gonet thanked Azerbaijan for hosting COP29 and highlighted the successful event focused on law enforcement and climate change organized in Baku. During his speech, Aliyev shared Azerbaijan’s efforts to tackle climate change, supported by President Ilham Aliyev’s leadership. He mentioned ongoing legislative improvements and how prosecutor’s offices are playing an active role in environmental protection.
Aliyev also referenced President Aliyev’s remarks on the Caspian Sea’s ecological challenges, made at the UN General Assembly in September 2025. He emphasized the importance of regional cooperation to combat environmental crimes in that area.
Aliyev spoke about strong partnerships with international organizations like the UN Office on Drugs and Crime and the International Association of Prosecutors. He noted that a significant event during COP29 attracted over 200 participants and resulted in the “Belem Declaration.” This declaration outlines the responsibilities of prosecutor’s offices for environmental protection, climate justice, and international collaboration.
After the session, Aliyev gave interviews to major Brazilian news stations. He discussed Azerbaijan’s experiences in tackling climate crimes, the value of international cooperation, and the trust built between Azerbaijan and Brazil. He also mentioned the “Baku Call to Action,” noting its importance alongside the “Belem Declaration” in promoting global climate justice.
Recent studies indicate that law enforcement activities are becoming vital in climate strategies worldwide. A report by the UN reveals that enforcement efforts can reduce environmental violations by up to 30% in affected regions. This trend underscores the importance of events like these in forging international partnerships to combat climate issues.
