Belmont City Council is stepping up efforts to educate residents on climate change. They want to help the community meet its climate goals.
California has ambitious targets. Senate Bill 32 requires cities to cut greenhouse gas emissions by 40% from 1990 levels by 2030. Belmont has faced challenges but has made significant progress. Between 2005 and 2023, emissions dropped by 28%, surpassing its goals for 2020.
Several factors contributed to this reduction. State and federal incentives played a big role. However, recent court decisions have limited Belmont’s ability to implement stricter energy codes. Last year, the Ninth Circuit Court of Appeals ruled that many cities, including Belmont, must pause their stricter energy codes to avoid legal issues. Additionally, Assembly Bill 130, signed into law this summer, prevents new codes until 2031.
Despite these hurdles, Assistant City Manager Kathy Kleinbaum emphasized the importance of educating residents. “We may not drive the programs,” she said, “but we have a key role in helping residents understand their options.”
Belmont’s climate action plan, adopted in 2017, has led to successful initiatives. The city partnered with Peninsula Clean Energy to supply municipal facilities with renewable power. Improvements like bike lanes, LED streetlights, and building retrofits have also contributed to emissions reductions.
However, progress has slowed recently, with minimal reductions between 2021 and 2023. Mayor Julia Mates highlighted the need for easier access to climate-related information. She noted that when important appliances fail, residents need quick solutions without extensive research.
Looking ahead, Belmont is working on an updated climate action plan, aiming for adoption in fall 2026. Educating the public about sustainable options is a key focus, especially as Belmont navigates its path toward meeting state climate goals.
