Project Transform aims to help local government units (LGUs) in the Philippines become resilient against disasters and climate change. Launched in 2023 by the Department of Environment and Natural Resources (DENR), the goal is to empower communities rather than just react to disasters.
During a recent colloquium on August 27, Environment Secretary Raphael P.M. Lotilla announced plans for 29 LGUs to join the project by 2026. Currently, cities like Ormoc, Baguio, and Quezon, along with several provinces, are already involved. Lotilla emphasized that LGUs play an essential role as proactive agents of change during this critical period of environmental challenges.
Historical context shows that the Philippines has been ranked first in the World Risk Index due to certain development choices that leave many communities vulnerable. This underlines the urgency of initiatives like Project Transform.
One standout example is Bataan’s Barangay Resilience Bingo Scorecard, a program designed to measure the resilience of neighborhoods. Almost all 237 barangays in the province are participating, with top performers receiving incentives up to P1 million. Bataan Governor Jose Enrique Garcia III highlighted how this initiative has improved risk awareness and preparedness plans in communities.
Additionally, the Bakaw1Bataan initiative focuses on mangrove preservation. The program integrates cleaning efforts, awareness campaigns, and livelihood opportunities, benefiting 60 hectares of coastal land. Local stakeholders have partnered with LGUs to enhance mangrove conservation, evidencing how community collaboration can yield positive results.
In Lanao del Norte, a series of community dialogues has led to four key projects, including the Landscape-2-Seascape Project. This effort protects 2,700 hectares of mangroves, vital for coastal defense and ecotourism opportunities. DENR’s Regional Executive Director Henry Adornado points out the increasing vulnerability of the region to environmental changes, making such projects even more critical.
Rizal province is also prioritizing ecotourism and water security. Tanay Town recently signed a memorandum of agreement to implement Project Transform, focusing on sustainable tourism models that positively impact the environment and local communities.
The messaging from various LGUs at the colloquium was clear: resilience means more than just surviving disasters. It’s about creating a development framework that thrives even amid risks. This collective effort across the Philippines reflects a promising shift toward a sustainable future.
