The Society for Planet and Prosperity (SPP) is teaming up with Nigeria’s Department of Climate Change (DCC) to enhance the skills of Climate Desk Officers and Directors from state governments. This workshop series is aimed at improving climate change initiatives across the country.
Recently, the second phase of the training zeroed in on Monitoring and Evaluation (M&E) of climate projects. This follows a previous session on data collection and greenhouse gas tracking held on October 22. Participants from various states came together to share their experiences, highlighting the different levels of expertise in M&E.
Mr. Gboyega Olorunfemi, the Project Lead at SPP, emphasized that this training seeks to fill existing gaps in monitoring climate projects at the state level. He pointed out the importance of creating effective monitoring systems and using digital tools to gather and analyze data.
A strong M&E framework is vital. It can enhance decision-making, accountability, and overall project success. Olorunfemi explained that clear monitoring can help states share their climate stories and secure funding for initiatives. He clarified the difference between monitoring and evaluation: monitoring checks on progress, while evaluation assesses effectiveness and impact. He introduced a straightforward M&E framework, which includes inputs, outputs, outcomes, and impacts, using a climate-resilience project as an example.
Dr. Iniobong Abiola-Awe, director at DCC, represented by Ms. Dolapo John, noted that this training emerged from requests by state officials. The ministry is dedicated to building capabilities across all states. Abiola-Awe highlighted that many states struggle with documenting activities, which can lead to declines in climate governance rankings.
Following recent evaluations, states are now making reforms to improve their processes. This initiative is backed by the European Climate Foundation and will continue into a third phase focused on Climate Finance and Resource Mobilisation at the state level.
Recent statistics emphasize the need for M&E in climate projects. According to a report from the Climate Disclosure Project, over 70% of climate initiatives fail due to poor monitoring practices. Strengthening M&E frameworks might lead to better outcomes and help attract necessary funding.
As we face more climate challenges, these training workshops are essential. They are not just improving skills but also empowering states to take effective action. Keeping up with climate management is crucial now more than ever.
