In preparation for the G7 meeting, Rubio and National Security Adviser Michael Waltz held talks with Ukrainian officials in Saudi Arabia. They explored ways to encourage negotiations with Russia. Historically, the conflict began in 2014, with Russia’s annexation of Crimea, escalating to a full invasion in 2022. Recently, Ukrainian officials indicated they might agree to a 30-day cease-fire proposal from the U.S., signaling a potential opening for peace discussions.

Rubio noted that U.S. officials plan to reach out to Russian leaders to discuss the cease-fire. He emphasized that if Russia declines, it would reflect their true intentions. Interestingly, during previous talks in Saudi Arabia, the Russians seemed open to the idea of ending the conflict, although specifics were not defined.

At the G7 meeting in Quebec City, one of Rubio’s main goals is to foster a united G7 front urging Russia to cease hostilities. He hopes for a strong joint statement encouraging Russia to consider peace to prevent further loss of life.

Ukrainian officials have their own priorities for peace talks, including the return of prisoners of war and addressing humanitarian needs. The issue of security guarantees for Ukraine will also be pivotal in discussions. Rubio stressed the need for deterrence to ensure lasting peace, acknowledging that any agreements about economic partnerships should also take this into account.

As negotiations progress, the role of European nations is crucial. They have indicated their intent to be part of future settlements. The discussions will also likely cover sanctions imposed on Russia and the topic of frozen assets.

Despite the challenges posed by Trump’s unpredictable policies and rhetoric, Rubio remains optimistic about the potential for meaningful dialogue. He sees the needed cooperation among allies as central to finding a resolution to the ongoing conflict.
