The Provincial Ordinance No. 532-2026 was signed on April 20, 2026. It aims to support various groups, including solo parents, single individuals, and same-sex couples, ensuring their healthcare preferences are honored. Patients can designate a healthcare proxy, who will receive a special “CareCavite ID.” This ID needs to be renewed every year, reinforcing the agreement between the patient and their proxy.
However, it’s crucial to note that the healthcare proxy won’t have full power at all times. The proxy can only act if a first-degree relative is unavailable or unable to make decisions. A physician must officially confirm the patient’s incapacity for the proxy to step in, except in emergencies where immediate action is needed.

Just last week, Dasmariñas City and Parañaque City implemented their versions of the “Right to Care” ordinance. These cities are part of a wave that includes Quezon City and others, all aiming to ensure patients’ choices are respected.
