A message from Drake University President Marty Martin on Feb. 18, 2026:
With heavy hearts, we share the news of Billie Lee Ray’s passing. She was a beloved friend, supporter, and alumna of Drake University, as well as a former First Lady of Iowa. Billie passed away peacefully at 97.
Billie was born and raised in Des Moines. She met her husband, Robert D. Ray, at Roosevelt High School. They both attended Drake, where Billie earned her degree in education. After graduation, she taught elementary school in Des Moines. When Robert became Governor of Iowa in 1968, Billie embraced her role as First Lady from 1969 to 1983. She was a passionate advocate for education and community empowerment. One significant achievement is The Robert D. and Billie Ray Center at Drake, which promotes civility and ethical leadership across all ages and contexts.
In recognition of her contributions, Billie received numerous awards, including the Drake University Alumni Distinguished Service Award and the renamed Robert D. and Billie Ray Pillar of Character Award. She also served on the Drake University Board of Governors and led the National Alumni Association Board.
Billie’s influence reached well beyond Drake. She dedicated herself to many organizations, such as the Terrace Hill Foundation and the Red Cross. In 2000, the Des Moines Business Record named her one of the initial Women of Influence. Along with her husband, she received the Outstanding Contribution–Children and Youth Award in 2012 for their support of local youth services. The Easter Seals Camp Sunnyside’s Child Development Center was named in their honor, recognizing their lifelong commitment to community service.
Billie is survived by her three daughters, eight grandchildren, and two great-grandchildren. Funeral arrangements are being made through Iles Dunn’s Chapel, with more details available at www.IlesCares.com. Our heartfelt condolences go out to the Ray family.
As we reflect on Billie’s life, let’s remember the remarkable difference one person can make in their community. Her legacy inspires us to give back and strive for a better future.
