Earlier Rule 93 (2) (a) of the Conduct of Elections Rules, 1961 acknowledged that “all other papers relating to an election shall be open to public inspection.” Regarding this modification, Congress is elevating questions on the Election Commission, transparency and the ‘hasty’ modification of this regulation.
Congress raised questions relating to transparency
Congress chief Jairam Ramesh has raised questions on this. “This is the clearest evidence we have seen in recent days of our claims about the rapidly declining integrity of the electoral process managed by the Election Commission of India,” he wrote in a put up on And openness is most useful in exposing and eliminating corruption and unethical practices, and data restores confidence in the course of.”
The Congress chief wrote, “Punjab and Haryana High Court agreed with this argument and directed the Election Commission to share all the information. It is also legally necessary to do so with the public. But the Election Commission is not ready to comply with the decision.” Instead, it rushes to amend the regulation to scale back the record of what could be shared. Why is the Election Commission so afraid of transparency? This transfer of the Commission will quickly be challenged.”

What will change with the modification?
But in the new change, in accordance to the modification by the government, now solely the paperwork of the election rules of 1961 shall be obtainable for public inspection, that’s, all the paperwork related to the elections is not going to be part of public inspection. With this transformation notified by the Union Ministry of Law and Justice, the public will now not have the ability to examine all election-related paperwork. Only paperwork related to the operation of election rules shall be accessible to the public.
