Today, Northern Ireland took a big step forward in tackling climate change with the launch of its third adaptation plan. The Minister of Agriculture, Environment and Rural Affairs, Andrew Muir, introduced the Northern Ireland Climate Change Adaptation Programme (NICCAP3). This plan includes over 280 actions aimed at making our communities more resilient to changing weather patterns.
The actions in NICCAP3 were developed by a wide range of contributors, including local councils, businesses, and community groups. At the launch, Minister Muir highlighted the real impacts of climate change already affecting Northern Ireland, such as severe storms and increasing flooding.
“We have seen new climate-sensitive animal diseases and more intense wildfires, which are impacting our communities,” Muir said.
Muir emphasized that the collaboration among various government departments and stakeholders is crucial. He believes that adapting to climate change requires effort from everyone in society.
Experts agree on the importance of this collective approach. Ciaran Fox, director of the Royal Society of Ulster Architects, noted that adaptation can’t happen in isolation. He sees NICCAP3 as vital for building resilience.
Some of the key initiatives in the action plan include:
- A new Peatlands Strategy
- A Sustainable Agriculture Programme
- City drainage plans for Derry and Belfast
- A Food Strategy Framework aimed at creating a secure and sustainable food system
Recent data underscores the urgency of these actions. According to the 2025 NI Environmental Benchmarking Survey, 67% of businesses reported experiencing impacts from climate change over the past five years. Dr. Lisa McIlvenna from Business in the Community NI pointed out that climate change poses serious risks to productivity, supply chains, and employee health.
“Many businesses are already feeling the effects, and the risks are expected to grow,” she warned. “Building resilience now is crucial for the economy.”
As climate change continues to reshape our world, initiatives like NICCAP3 are essential. They show how communities can come together to face these challenges head-on, securing a safer and more stable environment for future generations.
