Empowering Future Generations: Hon. Julian Fraser’s Insights on Environmental Sustainability as Outgoing Chair of the Council of Ministers

It’s a privilege to share these thoughts as I step down as the Chair of the OECS Council of Ministers for Environmental Sustainability during our 12th meeting in Antigua and Barbuda.

First, I want to thank the Government and people of Antigua and Barbuda, especially Honorable Sir Molwyn Joseph, the Minister for Health, Wellness and Environment, for their warm hospitality. I also want to greet my fellow ministers and technical teams, along with our development partners here today.

In 2024, Dr. Natalio D. Wheatley, the Premier of the Virgin Islands, led our previous meeting. We chose the theme, “From Aspiration to Focused Action.” This highlights our urgent need to tackle environmental challenges across our region.

Our discussions come on the heels of Hurricane Beryl, the earliest Category 4 hurricane recorded in the Atlantic. It serves as a powerful reminder of climate change’s impact, predicting more storms like Beryl in the future. According to recent studies, hurricanes are intensifying at alarming rates due to climate shifts, making it vital for us to adapt.

I only had six months as Minister for Environment, Natural Resources, and Climate Change, so I couldn’t fully engage with everyone here. Nonetheless, I appreciate the collaborations we’ve had in promoting initiatives like the Road Map to 2030, geared toward sustainable practices.

This year’s theme, “Staying the Course in Perilous Times: Sustainable Transformation and Resilient Prosperity,” reflects our commitment to resilience amid economic uncertainty. As I pass the torch to Honorable Joseph, I wish him and the Council all the best for a successful meeting and a productive year ahead.
