Empowering Subnational Climate Desk Officers: Mastering GHG Inventory Skills with SPP Training

The Society for Planet and Prosperity (SPP) recently teamed up with the Department of Climate Change (DCC) to train Climate Change Desk Officers from all 36 states in Nigeria. The focus was on compiling Greenhouse Gas (GHG) inventories and improving emission reporting.

This training comes after the release of the 2025 Subnational Climate Governance Performance Rating, which evaluates how states are addressing climate change. The goal is to enhance technical skills, boost data quality, and foster better cooperation between federal and state agencies on emissions accounting.

Dr. Iniobong Abiola-Awe, the Director of DCC, emphasized the need to systematically combat climate change, starting at the local level. She urged the participants to collect data accurately and collaborate effectively among agencies. “Let’s commit to practical and results-oriented action,” she encouraged.

During the session, Mr. Edwin Orugbo, Executive Director of SPP, shared insights on the IPCC framework, which is a system used for emission accounting. He highlighted key greenhouse gases like carbon dioxide, methane, and nitrous oxide, as well as four main categories of emissions: energy, industrial processes, agriculture, and waste.

They also discussed the importance of creating strong legal frameworks, sharing data effectively, and forming partnerships among various state departments. Mr. Dolapo John from DCC reassured participants about the department’s support in using IPCC software for emission reporting.

Interestingly, a recent survey found that many people are still unaware of basic climate change facts, which highlights the importance of initiatives like this training. According to the Pew Research Center, 72% of respondents consider global warming a serious issue, but many lack knowledge about how local actions contribute to global trends.

This training symbolizes a crucial step towards building capacity for climate resilience among local governments. With support from organizations like the European Climate Foundation, the hope is to drive meaningful change in how emissions are tracked and managed across Nigeria.
