Environment Minister Bhupendra Yadav Highlights Urgent Need for Climate Action Implementation at Pre-COP Meeting

Environment Minister Bhupendra Yadav highlighted the urgent need for action on climate change during discussions in Brasilia, Brazil, on October 13, 2025. These meetings precede the 30th Conference of the Parties (COP30) set to start in Belem on November 10.

Yadav stressed the importance of implementing ambitious climate measures, especially for developing countries facing financial challenges in adapting to climate impacts. He declared that the time for dialogue without action has passed. “Action is imperative,” he stated.

The Pre-COP meetings, held annually, bring together senior delegates from various countries to address differences and set the stage for successful outcomes at COP meetings. Yadav acknowledged the significant conclusion of the first Global Stock Take (GST), a key assessment of global climate action established by the Paris Agreement. This process evaluates the world’s progress every five years, with the latest round finishing at COP28 in late 2023.

The GST serves three main functions: it helps member countries assess their collective progress, identifies gaps, and guides enhanced local and global actions. According to Yadav, the GST acts as a driving force for the Paris Agreement, fostering momentum for higher ambition and supporting cooperation among countries.

For future GSTs, he advised that scientific assessments should be thoughtfully included, ensuring rigor and accuracy. Quality and relevance must guide these discussions.

Yadav also met with Simon Stiell, the Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC). They talked about enhancing global cooperation for climate action.

Recent statistics show that climate change is accelerating. According to a 2023 report from the IPCC, the last decade was the hottest on record. Such findings stress the urgency of taking meaningful steps now.
