EP BOE Approves Key Resolutions: Insights on Railroad Lawsuit and New In-School Health Clinic

EAST PALESTINE — At the recent school board meeting, an important agreement was made. The East Palestine school board decided to hire the law firm Peiffer Wolf Carr Kane Conway & Wise. This step is aimed at recovering losses related to the Norfolk Southern train derailment on February 3, 2023. The district hopes to ensure that Norfolk Southern fulfills its promises, including a $30 million wellness center and a new athletic complex.

The law firm has already filed a lawsuit against Norfolk Southern in federal court, highlighting that the railroad company did not honor its commitments. Not only did it back out of the wellness center deal, but it also failed to reimburse the school for various emergency needs. During the crisis, East Palestine Schools became a vital resource, housing residents and serving as an incident command center.

Communication issues have worsened, with reports that Norfolk Southern ceased contact with the school district early this year. This has added more stress to an already challenging situation.

Meanwhile, the school board is making strides in other areas. They approved plans to quickly construct in-school health clinics and upgrade the HVAC systems. These projects benefit from grant funding, making them financially feasible.

The Appalachian Community Grant Program recently awarded East Palestine $488,196 for healthcare enhancements in partnership with Akron Children’s Hospital. This funding aims to increase access to health services for students. Space for an in-school clinic has already been set aside in both the elementary and high schools. The clinic will offer telehealth services, allowing students to consult with healthcare professionals without leaving school.

To avoid delays, the board used a “sole source justification” for construction, allowing work to begin at the start of the summer. They aim to have the clinic ready by the time the new school year begins.

In addition to these initiatives, the school board welcomed a new Elementary Intervention Specialist, Emily Pondillo. They also approved several other staff changes and contracts.

Notably, the board received generous donations for the East Palestine Wrestling program and made decisions on personnel changes, including resignations and maternity leaves. They also secured a long-term agreement with the Village of East Palestine for School Resource Officer services, ensuring safety for students through the 2026-27 school year.

The importance of community support is evident, especially in a challenging year. According to a recent survey by the National School Boards Association, 87% of parents believe that increased community involvement can significantly improve local schools. This sentiment holds true as East Palestine endeavors to enhance its education and health services.

The next school board meeting is set for June 2 at 6 p.m. in the elementary media center. This ongoing commitment to improvement reflects a community determined to rebuild and support its students well into the future.
