The WWF’s European branch is raising alarms about the EU’s struggle to agree on its emissions reduction target for 2040. If member states can’t settle their differences, they risk showing up to the global climate summit (COP30) without a solid plan.
Recently, European leaders gathered in Brussels to discuss cutting greenhouse gas emissions to reach climate neutrality by 2050. However, they left without a consensus. Back in July, the European Commission proposed a bold target: a 90% reduction in emissions by 2040 compared to 1990 levels. This would build on the 55% reduction goal set for 2030.
In September, environment ministers attempted to reach an agreement but failed. The discussions were passed back to the leaders without resolution. Another critical meeting is set for November, just before COP30 kicks off in Belém, Brazil. This gathering will be crucial as the EU decides whether to present itself as a climate leader or fall short.
According to Alex Mason, head of Climate and Energy at WWF-UE, it’s time to take decisive action. He emphasizes that cutting emissions shouldn’t rely on international carbon credits. While these might look good on paper, they often lead to misleading figures. Mason argues that any reductions should come from real, domestic changes, not just creative accounting.
Recent studies show that many countries have struggled with the reliability of these carbon offsets. A 2021 report found that various carbon credit schemes often failed to deliver real environmental benefits. This underlines the importance of concrete, local actions rather than just relying on agreements with other nations.
The outcome of the November meeting will have significant implications for the EU’s role in the global climate conversation. If leaders can unite around the 90% reduction target, it might set a strong example for other nations. But uncertainty remains. What will the EU choose? The next few weeks will reveal whether they’re ready to step up or step back.
