Fort Worth Lawmaker Sparks New Hope for Legalizing Casino Gambling and Sports Betting in Texas

Austin is buzzing with renewed talks about legalizing gambling as the 2025 Legislature approaches. After years of setbacks, some lawmakers feel more optimistic this time around.

State Rep. Charlie Geren, a Republican from Fort Worth, has introduced a new proposal aimed at allowing regulated casino gambling and sports betting in Texas. This measure, known as House Joint Resolution No. 137, suggests a constitutional amendment that would appear on the ballot on November 3. If voters approve it, the state could set strict regulations for casinos and sports betting.

Geren’s amendment proposes to limit Texas to no more than 10 licensed casinos. It also states that taxes on gambling operators would be capped at 15%.

Currently, the Texas Constitution requires any changes regarding gambling to be approved by voters. This issue has faced significant pushback from religious groups and lawmakers skeptical of gaming’s influence.

Last year, Las Vegas Sands Corp. made substantial efforts to lobby for legalizing gambling in Texas but faced challenges. Their proposal stalled in the House by the end of the session.

Additionally, a separate sports betting measure backed by Texas sports teams made some progress but was halted by Lt. Gov. Dan Patrick, who opposes gambling.

Recently, Governor Greg Abbott stirred interest by expressing openness to sports betting in Texas. He indicated he supports letting voters decide through a constitutional amendment. Abbott mentioned, “I don’t have a problem with online sports betting.”

As for Geren’s proposal, he remains uncertain about its success. “I’m not a mind reader,” he admitted, highlighting the unpredictable nature of legislative support.

His proposal, although brief, would leave it up to lawmakers to determine specifics about licensing, fees, and authorized locations for casinos and sports betting.
