The National Association of Social Workers (NASW) Foundation recently honored Gilbert Ramirez, MSW, LCSW, as a Social Work Pioneer. This award is a prestigious recognition in the social work field. Ramirez serves as the Director/Executive Administrator of Albuquerque’s Department of Health, Housing & Homelessness (HHH).

Transformational Initiatives
Ramirez has led several groundbreaking projects that have turned Albuquerque into a model for health and housing systems:
- The Gateway System of Care: A seamless link between housing, healthcare, and recovery aimed at helping individuals transition from crisis to stability.
- Albuquerque Community Safety (ACS): A unique response team that sends trained social workers to handle behavioral health and homelessness situations.
- Medical Sobering Center: The first of its kind in New Mexico, this facility offers a safe space for medically supervised stabilization and connects individuals with treatment options.
- Gateway Recovery Housing Village: This community offers 46 transitional housing units with treatment, case management, and support services.
- Housing and Treatment Navigation Center: A central spot for clients to access behavioral health and housing support.
- Unite Us Platform: Ramirez led a collaboration that aligns Albuquerque’s care coordination with a statewide referral system for better service connections.
- Violence Intervention Program (VIP): This initiative focuses on preventing gun violence and supporting survivors, combining public health strategies with social work.
In Ramirez’s words, “I became a social worker because I have a deep passion for being a voice for those most vulnerable.” He expresses pride in the positive impact social workers have across communities.
Mayor Tim Keller highlights the importance of the Gateway System of Care, stating, “It was designed through the lens of a social worker with community input.” He acknowledges that Ramirez’s vision plays a crucial role in building a supportive system in Albuquerque.

The NASW will formally honor Ramirez and other Pioneers at its Annual Conference in Washington, D.C., in June 2026. This event will be unique as it merges the Pioneer celebration with a national gathering of social work professionals.
