Governor Abbott Unveils $239 Million Initiative to Enhance Mental Health Care Access in Rural Texas

AUSTIN, Texas — Governor Greg Abbott announced that Texas is investing $239 million to improve mental health care in rural areas. This funding from the Texas Health and Human Services Commission (HHSC) will help communities provide inpatient care for those with acute psychiatric issues, allowing patients to receive treatment closer to home instead of traveling long distances to urban centers.

In his statement, Governor Abbott emphasized the state’s commitment to making mental health services available to all Texans, regardless of their location. He praised the Texas Legislature and the HHSC for their efforts to expand access to these crucial services.

Scott Schalchlin, Deputy Executive Commissioner for the HHSC Health and Specialty Care System, highlighted the importance of partnerships between hospitals and local governments. He said this funding empowers communities to deliver mental health services tailored to their needs, ensuring that more people can access care where they live.

The funding will help create approximately 332 mental health beds across four locations:

• DHR Health in Edinburg: $85 million for 100 beds.
• Baptist Hospitals of Southeast Texas in Beaumont: $64 million for 72 beds.
• Montgomery County Mental Health Treatment Facility in Conroe: $50 million for an additional 100 beds.
• Victoria County: $40 million for a new facility with 60 beds.

Notably, at least half of these beds will be set aside for forensic patients—individuals requiring competency restoration as part of the criminal justice process.

This initiative reflects a growing recognition of the mental health crisis, particularly in rural areas. According to a recent report from the National Institute of Mental Health, nearly 15 million U.S. adults have serious mental illnesses, yet many lack access to adequate care. By investing in local facilities, Texas aims to bridge this gap and improve overall mental health outcomes.
