People can learn more by joining SEPA’s online events about the Public Participation and Fit and Proper Person Test consultation. This initiative aims to create a clearer system that protects the environment while benefiting local communities and businesses.
One focus of the consultation is the Public Participation Statement (PPS). This document outlines when applicants must engage with the public and other relevant groups before submitting their applications. The goal is to encourage public involvement early in the process.
SEPA is also seeking opinions on updates regarding who can hold environmental authorizations. The new guidelines will consider both environmental and non-environmental criminal records when determining a person’s suitability for a permit. This aims to ensure that only those who genuinely value environmental responsibility are authorized.

In 2018, the Scottish Government introduced the Environmental Authorisations (Scotland) Regulations to create a clearer framework for environmental permits in Scotland, known as the Integrated Authorisation Framework (IAF).
Recently, in March 2024, the Scottish Government wrapped up its consultation on proposed updates to these regulations. The suggested changes include expanding the IAF to cover water management, waste management, and industrial operations, which are now regulated under separate laws. These revisions aim to streamline procedures for better regulation.
SEPA’s updates are intended to align with these changes, enhancing guidance on who qualifies for authorizations while fostering public engagement in environmental decision-making.
