Starting next year, Texas will implement new rules for companies like Apple and Google. Beginning January 1, 2026, anyone creating a new Apple Account will need to confirm they are over 18. Users under 18 must join a Family Sharing group, requiring parental consent for app downloads and in-app purchases.
To comply with this law, developers will need to make some changes. Apple already has a Declared Age Range API that developers can use to check users’ ages. This API will be updated to support the new age categories required by Texas. Additionally, Apple plans to introduce new APIs that will help developers request updated parental consent when significant changes are made to their apps.
Texas isn’t the only state with such regulations. Utah and Louisiana have passed similar laws. Apple mentioned that new requirements will also be in place for those states next year. Google has similarly provided guidance for its Google Play developers regarding these age verification rules.
Apple has raised concerns about these age verification laws. CEO Tim Cook even reached out to Texas Governor Greg Abbott to discuss potential changes to the legislation. Apple argues that while they support enhancing children’s online safety, the requirements could infringe on user privacy. They express worry that sensitive personal information might be collected just to use simple apps, like checking the weather.
Statistics show that a significant number of parents are concerned about their children’s online safety. A survey from 2022 found that 60% of parents worry about their kids sharing personal information online. As these laws roll out, it will be interesting to see how they affect app usage and privacy.
