Vice President JD Vance has embarked on his first international trip since taking office last month. He is attending the 2025 Artificial Intelligence Action Summit.
This event will be held on February 10 and 11 at the Grand Palais in Paris, France. It marks the start of a week filled with important meetings with global leaders for Vance.
After the summit, he will head to Germany for the Munich Security Conference. There, he is expected to urge NATO countries to support Ukraine financially as it faces ongoing challenges with Russia.
During his time in Europe, Vance plans to meet notable figures, including Indian Prime Minister Narendra Modi, European Commission President Ursula von der Leyen, and Ukraine’s President Volodymyr Zelensky.
In his opening remarks, Vance highlighted the vast potential of artificial intelligence. He emphasized that his focus is on the opportunities AI presents, rather than its risks.
“I’m here to talk about AI opportunity,” he stated, moving away from discussions of safety that often dominate such events.
Vance praised the Trump administration’s vision for AI, describing it as “one of the most promising technologies” of recent years.
“When discussing new technology, we often become overly cautious. But AI invites a different response,” he said, advocating for a bold approach to its development.
He outlined four main points regarding the administration’s goals for AI:
“First, we want American AI to set the global standard. We want to be the preferred partner for other countries and businesses,” Vance explained.
“Second, heavy regulation could stifle this emerging industry. We aim to promote growth and encourage deregulatory practices within the AI field,” he added.
“Third, we believe AI should remain free from ideological bias and cannot be used for censorship,” he stressed.
“Finally, we are committed to ensuring AI creates jobs and supports workers here in the U.S.,” Vance concluded.
He also praised Prime Minister Modi for claiming that AI will enhance human productivity rather than replace workers. “AI will not replace human beings; it will help us be more effective,” Vance remarked.
Modi and French President Emmanuel Macron are co-hosting the summit, which aims to unite nearly 100 countries and over a thousand representatives from different sectors. The event will explore key themes related to AI, including public interest, the future of work, innovation, and governance.
On the eve of the summit, President Macron announced nearly 109 billion euros in private investments for AI development. Last month, Trump revealed a significant private investment commitment of at least $500 billion in AI infrastructure from major companies.
The summit also features the presence of Chinese Vice Premier Zhang Guoqing, indicating China’s serious stance on AI. Recently, the release of China’s DeepSeek model surprised many in the industry due to its capability to rival ChatGPT at a lower cost.
Trump has assigned Vance the task of negotiating a deal for TikTok to separate from its Chinese parent company, ByteDance, by April 5.
Before becoming vice president, Vance gained tech industry experience as a junior venture capitalist and served as a senator from Ohio, backed by significant investment from tech leaders.
