The owners of Lloyd Center in Portland are breathing new life into the old mall, which they see as key to the city’s revival. A new 4,000-seat music venue is under construction where the Nordstrom store once stood. Tom Kilbane from Urban Renaissance Group shared that many Portlanders are eager for change in this area.

In March, the Portland Design Commission approved a master plan for Lloyd Center. This is just the first step in a long journey. The real challenge now is to attract developers to bring this vision to life.

Kilbane believes the music venue will ignite the entire redevelopment project. The goal is to transform the mall into a mixed-use space that features homes, shops, and green areas. However, Kilbane emphasized that no specific buildings or uses are locked in yet. “The approval sets the groundwork for future development, including utilities and streets,” he said.

Investing in Portland has become tricky. Kilbane noted that the city’s commercial real estate market is facing difficulties. For instance, the state of the downtown office market is concerning, drawing attention to a housing shortage in the area. “Even with challenges ahead, we hope to contribute positively to Portland’s growth,” he mentioned.

Experts echo this sentiment. Mike Wilkerson, from ECONorthwest, shared that the pipeline for new residential buildings is currently empty in Portland. His recent study found that Portland is lagging behind other cities in economic recovery. “It’s surprising that no projects are moving forward,” he noted, highlighting the stark contrast to previous years.

The competition for investment isn’t just from other cities; it also comes from nearby suburbs like Beaverton and Vancouver. However, innovative projects like the one at Lloyd Center could change the narrative.

Kilbane remains optimistic. He believes that creating a vibrant environment with live performances could transform Lloyd Center, making it a more vibrant community hub. “This will offer energy and excitement with live music throughout the year,” he remarked.
