Local Beach Resort Faces Penalties for Excavating Seaside Sand in Mamallapuram: What You Need to Know

The Tamil Nadu State Coastal Zone Management Authority (TNSCZMA) recently imposed a ₹2.60 lakh fine on a private beach resort along the East Coast Road. This action followed an investigation that revealed the resort had excavated natural sand from the seafront at Mamallapuram two years ago.

During the inquiry, the resort admitted to the excavation, claiming it was unintentional. They stated that they later restored the beach area. The issue arose after complaints were lodged about the sand excavation. Chengalpattu district officials conducted an investigation and found evidence of digging. The Tamil Nadu Pollution Control Board confirmed in September 2023 that around five feet of sand had been removed and piled up to a height of ten feet over a 126-meter stretch, violating the Coastal Regulation Zone (CRZ) Notification of 2011.

Upon discovering these violations, the TNSCZMA issued a show cause notice to the resort. In the meantime, the resort asserted that the excavated sand had been temporarily stored on-site and was later used to refill and restore the shoreline. The TNPCB inspected this restoration work, which concluded in September 2023.

In June, following directives from the Department of Environment and Climate Change, officials examined the site again. They reported that the shoreline had been adequately restored and looked natural.

After assessing the situation, the TNSCZMA held a personal hearing in July with resort management. They maintained that the excavation was unintentional and that they had rectified the situation. However, the authority decided to levy the environmental fine based on various factors, including the duration of the violation and pollution impact.

Recent trends show an increasing awareness of environmental issues in India. A survey from the Indian Institute of Public Administration revealed that 78% of respondents believe strict penalties should be enforced against environmental violations. This heightened vigilance signals a growing commitment to safeguarding natural resources.

Such fines serve as a reminder of the importance of adhering to environmental regulations. Experts argue that strong enforcement can deter future violations and promote better practices in tourism development.
