President Donald Trump’s nominee for the Department of Homeland Security, Markwayne Mullin, took a softer stance on emergency management during his Senate confirmation hearing. He dismissed the idea of dismantling the Federal Emergency Management Agency (FEMA) and seemed ready to reverse some of the controversial policies set by the former DHS secretary, Kristi Noem.
Mullin’s comments brought some optimism among disaster response professionals. They hope a change is coming after a tumultuous period marked by staff cuts and delays in disaster funding. “FEMA has a vital role,” Mullin said, emphasizing the need to improve how quickly the agency processes payments to communities hit by disasters.
Trump has hinted at reducing FEMA’s role, shifting more responsibilities to states. This was a hot topic after Cameron Hamilton, the acting FEMA director, was dismissed following a House hearing where he opposed eliminating the agency.
During the hearing, Mullin highlighted the need for quicker reimbursements. “Taking months to get paid is not acceptable,” he stressed. He also promised to revoke Noem’s requirement for her personal approval on large expenditures, which frustrated many lawmakers.
Despite his hopeful comments, there are still concerns. Amanda Devecka-Rinear, who advocates for Hurricane Sandy survivors, urged caution. “We’ve heard empty promises before,” she said, indicating that actions matter more than words.
Experts also warn that any major funding shifts, such as block grants instead of reimbursements, could lead to less financial support for states. Peter Muller from The Pew Charitable Trusts emphasized that changes could force states to make tough budget decisions.
Mullin did not confirm if he would restore staff who protested policies weakening FEMA, although he stated that retaliating against whistleblowers is against the law.
Overall, while Markwayne Mullin’s nomination offers a glimmer of hope for a more effective FEMA, only time will tell if his actions align with his promises.
