The North Star Health Alliance (NSHA) is facing significant changes with the resignation of its President and CEO, Richard Duvall. His departure was announced at a board meeting on January 22, 2026, but there were no specific reasons given.

This resignation follows a tough period for NSHA, which operates key healthcare facilities like Carthage Area Hospital and Claxton-Hepburn Medical Center. Over the past months, the organization has grappled with a serious budget shortfall, largely attributed to the New York State Department of Health. Duvall and other officials have claimed that the state failed to provide promised funding during a transition of the Claxton-Hepburn Hospital into two facilities.
