Starr began his acting journey in 1979 with the sketch show Bizarre. He had guest roles in many popular series, including TJ Hooker, Cagney & Lacey, and NYPD Blue. He also starred in the NBC crime drama True Blue as Lt. Bill Triplett and in the CTV series Due South as Lt. Harding Welsh.
In film, he notably played Sheriff Ben Meeker in Halloween 4 and Halloween 5. His filmography also includes Fletch, Speed, and Cinderella Man.
