The Community Health Care Clinic in Normal has experienced a sharp rise in patient demand, with a staggering 75% increase in services over the past nine months. Director Holly Wayland-Hall shared in a recent interview that this spike is mainly due to rising living costs and a changing insurance landscape.
Currently, the clinic is accommodating around 550 patients. Just last year, the average was about 393. The clinic primarily serves uninsured individuals and those with low incomes who don’t qualify for Medicaid. To help more people, the clinic recently raised its income cutoff from 185% to 250% of the poverty line.
One major factor contributing to this increased demand is the gradual rise in the state minimum wage. Many who work minimum wage jobs and clock over 30 hours a week are now ineligible for Medicaid. The clinic is stepping in to fill this gap.
Another significant change impacting healthcare access is the halt of a state Medicaid program for immigrants, which ended in July 2025. “Immigrants often face strict eligibility rules, making access to services very challenging. We’re seeing a return of patients who previously qualified for Medicaid,” said Wayland-Hall. The clinic is crucial for these individuals as there are few alternatives.
Recent statistics highlight the growing need for such services. A report from the U.S. Department of Health and Human Services noted that nearly 30 million Americans were uninsured in 2022, a situation that’s worsened as insurance costs rise. Increasing numbers of people are opting out of purchasing insurance because they can’t afford it or face no penalties for not having coverage.
Founded over 30 years ago, the clinic was created to reduce hospital emergency room visits and provide affordable care. It runs on donations and support from local hospitals, which help with staffing and facilities. Despite this, they rely heavily on community generosity, raising about $1.5 million last year alone. To expand services and staff, they aim to increase this figure by 50%.
Wayland-Hall expressed a desire to bring in more healthcare professionals, including a nurse practitioner and a social worker, to better serve their patient base. The community involvement is essential for the clinic’s survival as they don’t receive traditional funding from insurance companies or government programs.
