MUNICH (AP) — U.S. Secretary of State Marco Rubio reassured allies at the Munich Security Conference with a message focused on unity and change. His tone was soothing but still assertive, marking a shift from the sometimes hostile rhetoric of the Trump administration.
Rubio highlighted America’s deep ties to Europe, promising that the U.S. will continue to stand by its allies while seeking a fresh approach to the trans-Atlantic relationship. He also acknowledged the challenges that have emerged in the wake of the Cold War, including shifts in global power dynamics and attitudes toward democracy.
Last year, Vice President JD Vance’s speech troubled many, but Rubio aimed to smooth things over. He pointed out that even though the U.S. and Europe must adapt, the bonds formed through history remain strong.
German Chancellor Friedrich Merz opened the conference by urging a revival of trust between the U.S. and Europe. He emphasized the need for collaboration in a world where traditional power structures are crumbling. Other European leaders echoed this sentiment, stressing that they’ll stick to their core values like free speech and climate policy.

Ursula von der Leyen, EU Commission President, found Rubio’s address calming but noted not all voices in the U.S. government share that tone. UK Prime Minister Keir Starmer mentioned the need for close ties and a balanced approach to defense.
Experts believe these discussions are vital for future cooperation. A recent Pew Research Center survey revealed that public perception of the U.S. among European nations is shifting, with many expressing a desire for more interdependence rather than over-reliance.
