On February 5, Shanghai announced a fresh action plan to improve its business environment. This plan comes with new measures aimed at better protecting the rights of businesses.
According to Li Rui from the local public security bureau, the plan focuses on tackling issues like intellectual property theft and misinformation about companies. With this effort, the city wants to ensure fair treatment for all businesses.
Since 2018, Shanghai has rolled out eight plans to enhance the business climate. This latest plan introduces 58 initiatives, adding to over 1,100 previous efforts. It’s the first plan aligned with the World Bank’s Business Ready assessment, emphasizing continued reforms.
One key aspect of the plan addresses concerns over illegal law enforcement across provinces. Shanghai will tighten regulations on cross-regional police actions and set up a review system to prevent the wrongful confiscation of business assets.
Last year, an incident involving unauthorized arrest of a local entrepreneur by officials from another province raised alarms about such practices, leading to public outcry.
In addition to fighting business-related crimes, Shanghai aims to cut down on administrative inspections. Inspectors will now need to verify their credentials with QR codes before entering corporate premises.
Wu Beibei, a deputy in the market regulation department, announced that the city plans to significantly reduce the number of on-site inspections over the next two to three years while enhancing inspection efficiency.
The action plan also highlights initiatives to improve policy services for businesses. It encourages clearer communication regarding company benefits and simplifies application processes. Moreover, Shanghai will leverage digital tools like Big Data and artificial intelligence to help refine business profiles and better tailor policies to their needs.
