On December 22, 2025, the ASTP/ONC released a proposed rule called “Health Data, Technology, and Interoperability: Deregulatory Actions to Unleash Prosperity” (HTI-5). This is aimed at making health information more accessible and reducing burdens for health IT developers. Public comments on the rule are open until February 27, 2026.
The proposed changes focus on three main points:
Streamlining Certification: The rule seeks to simplify the Health IT Certification Program. By removing unnecessary requirements, developers can focus on what truly matters.
Improving Definitions: It aims to update definitions to ensure that patients have better access to their health data, preventing any blockages to information exchange.
Promoting AI Solutions: The rule encourages the development of AI-based solutions that enhance interoperability through updated standards.
This effort aligns with President Biden’s executive orders, which focus on reducing regulatory barriers to boost economic growth.
The American Health Care Association and National Center for Assisted Living (AHCA/NCAL) has been closely monitoring previous rulemaking and actively contributing to discussions. They highlight specific challenges and opportunities faced by their members related to the use of interoperable technology. They plan to submit comments on the HTI-5 proposal as well.
In today’s fast-evolving tech landscape, interoperability is more important than ever. A recent survey showed that 86% of healthcare providers believe that improved data sharing can significantly enhance patient care. As technology advances, the push for seamless communication in healthcare becomes vital for both safety and efficiency.
