Strengthening Africa’s Health Systems: A Game-Changing Partnership Between Africa CDC and Fiocruz

Geneva, May 20, 2025 — A new partnership has emerged between Africa Centres for Disease Control and Prevention (Africa CDC) and Brazil’s Oswaldo Cruz Foundation (Fiocruz). This collaboration aims to enhance health innovation and research across Africa.

Dr. Jean Kaseya, Director-General of Africa CDC, and Dr. Mario Santos Moreira, President of Fiocruz, signed a Memorandum of Understanding during the 78th World Health Assembly in Geneva. This agreement comes as Fiocruz celebrates 125 years of service.

One focus of this partnership is to strengthen National Public Health Institutes (NPHIs) in Africa. The agreement will promote disease surveillance and boost local production of important health products. It aims to align with Africa CDC’s New Public Health Order and the 2023–2027 Strategic Plan.

“This partnership is about respectful collaborations that yield real results for Africa’s health security,” Dr. Kaseya stated. His words highlight the importance of shared goals and expertise in tackling health issues.

Fiocruz, the largest biomedical research institution in Latin America, contributes valuable experience in research and health technology production. This collaboration can enhance health financing and strengthen public health systems within African Union Member States.

According to a 2023 report, Africa produces about only 1% of the vaccines it needs, highlighting the urgent need for local manufacturing. To address this gap, Africa CDC’s Platform for Harmonized African Health Products Manufacturing (PHAHM) is key. By 2024, 25 vaccine manufacturing projects were in progress, with eight expected to meet WHO prequalification by 2030.

This partnership also comes at a crucial time. By 2030, health and economic challenges could push millions of Africans into poverty, destabilizing the continent. Africa CDC is responding by focusing on innovative financing and resource mobilization to secure a healthier future.

As these two institutions collaborate, they aim to foster a stronger, more resilient public health landscape in Africa. Their goal is not only to prepare for health emergencies but to promote long-term health sovereignty across the continent.
