Transforming Child Welfare: Illinois State University and DCFS Launch Central Illinois Regional Simulation Training Hub

On April 25, 2025, Illinois State University celebrated the launch of the Child Protection Training Academy (CPTA) program. This initiative, backed by a $2.1 million grant, aims to enhance the skills of child welfare professionals.

Illinois State University President Aondover Tarhule expressed pride in this new venture. He emphasized how the academy aligns with the university’s dedication to community support. “This hub will provide innovative experiential learning for those delivering vital child protection services,” he said.

The CPTA will offer hands-on training in realistic scenarios, giving front-line staff the chance to build skills and confidence. Social work interns and graduate assistants will join in these simulations, gaining valuable experience through the academy’s nationally recognized simulation lab.

Illinois Department of Children and Family Services (DCFS) Director Heidi E. Mueller noted, “The SIMS lab offers an unparalleled experience. Each lab is designed to closely replicate real-world situations, helping our workers assess risks and understand family strengths.”

Since securing the grant in September 2024, two staff members have been appointed to manage the academy. They are currently recruiting additional facilitators. The Coalesce Theater company has partnered with the academy to provide professional actors for training simulations.

Dr. Doris Houston, an associate professor of Social Work, highlighted the significance of the CPTA. She explained, “The lab allows practitioners to sharpen their engagement skills in settings that replicate real cases. With the help of skilled facilitators and expert volunteers, we cultivate a reflective practice environment, preparing professionals to effectively engage with diverse families.”

Since its launch in 2019, the Illinois DCFS SIMS program has trained over 1,000 staff members across various locations. This initiative arose from a legislative mandate to merge theory with practice, enhancing worker engagement and learning. New DCFS employees now complete at least one week of training at an accredited academy site, which includes locations in Normal, Chicago, and DeKalb.

Over the years, Illinois State has collaborated with DCFS through various projects focused on child welfare. This commitment to professional growth and research illustrates the university’s drive to promote equity and support families in need. The CPTA stands as a significant step in this ongoing mission.
