Faculty at the University of Pennsylvania recently received stop-work orders on federally funded research worth $175 million. This action follows the Trump administration’s suspension of federal funding due to controversies surrounding the university’s policy on transgender athletes.

The university’s athletic policies currently comply with NCAA requirements, which was reiterated by Penn President Larry Jameson. These policies came under scrutiny following an executive order from then-President Trump last February, restricting transgender women from competing on teams that align with their gender identity.

Just after the executive order, the U.S. Department of Education launched an investigation into the university under Title IX, which protects against sex discrimination in federally funded education. The debate around Penn intensified when Lia Thomas, a transgender swimmer, made history as the first openly transgender woman to win an NCAA Division I championship in 2022. At that time, the NCAA allowed transgender athletes to compete, provided they met certain guidelines.

In response to the current funding issues, Jameson stated that Penn has always adhered to NCAA rules and is prepared to defend its position as investigations proceed. Similar actions affected the University of Maine System after a public clash between Trump and Maine Governor Janet Mills. However, the funding was later restored after confirming compliance with NCAA policies.

The halted contracts involved critical research in areas such as hospital infection prevention, drug screening, quantum computing, and chemical warfare defense. Alongside these stoppages, several federal grants have been canceled or delayed.

In a related development, Penn’s healthcare system announced 300 job cuts, part of a broader effort to improve financial sustainability. While some of these positions were vacant or held by employees nearing retirement, the changes were not directly linked to the federal actions.
